Keyboard shortcuts cannot deleted

I remember in previous versions I could remove keyboard shortcuts I didn’t need, but in macOS version 6.5.0 I found that after removing keyboard shortcuts, the changes aren’t saved. When I switch back to the keyboard shortcut settings tab, it reverts to the default shortcuts, forcing me to set a keyboard shortcut again.
I want to know how I can remove certain keyboard shortcuts permanently.

Same problem here. This behavior reverted recently.
