disable keyboard shortcut by unassigning it

I need to be able to disable a keyboard shortcut for a feature I don’t need by merely clearing the shortcut and closing the shortcut window. I believe that used to work, but it does not now. When I clear the shortcut and close the window, the shortcut comes back.
